There are no restrictions in Nova Scotia on non-residents, or non-Canadians owning property here. No limits on the amount or location of land.

There are no different property tax rates either: everyone pays on he same formula: the area rate, expressed as $xx per $100 of assessed value, times the assessment. Assessments are a provincial, not municipal, responsibility.  

In 2022 the provincial government announced a major property tax hike for non-residents of the Nova Scotia, but the negative response was so overwhelming that the measure was withdrawn. They did however retain an increase in the Deed Transfer tax, which is now 1.5% but 5% for non-residents. This is a one-time fee on purchase, not to be confused with annual property taxes.

Non-residents of Canada who sell property will typically have a percentage of the proceeds withheld by their lawyer for possible Capital Gains Tax.  At year-end they will file a tax return where – depending on the numbers - part or all of that withholding may be refunded.  Talk to an accountant.
